The situation
Municipalities maintain thousands of pages of PDF, many of them from specialist administrative software, word processors and scanners, in widely varying quality. Clarifying for each file individually whether it is accessible ties up staff that usually are not available.
Then there is the existing stock: what has been on the website for years should be checked before someone asks or a complaint comes in.

Example: for 2,200 pages a municipality needs 440 credits, i.e. €1,100 net. In the public sector plan, 60 credits (300 pages) cost €150 per month, cancellable at any time.
What the rules require
Public sector bodies must make their websites, including embedded documents, accessible (Web Accessibility Directive (EU) 2016/2102, implemented in Germany through federal and state disability equality legislation). For rural districts, cities and municipalities, the law of the respective federal state (Land) applies; the technical benchmark is EN 301 549 with WCAG and PDF/UA.
Exemptions may exist for older documents. Whether they apply in an individual case should be clarified with your legal department.

Frequently asked questions
- Can we check only our existing documents first?
- Yes. The website scan finds the PDFs on your site and checks them free of charge, without AI. You then decide which documents you want to have corrected.
- What about scanned documents and forms?
- Scans are made readable with text recognition (OCR) and structured. Scanned forms can be rebuilt as fillable, accessible forms. With scans, a brief visual check is worthwhile.
- How do we get evidence in case of complaints?
- Every document has a test report with date and findings that you can file as a PDF.
